SONAR & BLOWN FIBER DISTRIBUTION
PORT FREEPORT SONAR DEPLOYMENT PROJECT
Mr. Mitchell and his team at Aperio Engineering as Prime Consultant,  have designed a sonar security system for Port Freeport to include   three primary objectives to increase waterside Marine Domain Awareness.  First, a fixed sonar deployment will provide continuous,   unattended monitoring of the Port’s harbor basin with automatic detection, tracking, and classification of underwater anomalies, such as swimmers with improvised explosive devises (IEDs) and submarine ROVs. The second objective provides a stable, high peed   onnection to PCC located servers and the monitoring network by installing a fiber optic backbone utilizing FutureFlex air blown  fiber. This is a relatively new optical-fiber cabling system which provides an opportunity for cost effective future network expansion as Port Freeport grows and its telecommunications needs change. This network will include an infrastructure to support security, video, and   operations,while offering long-term reliability. The third objective is a portable sonar system which includes a boat mounted long range imaging sonar to scan  wide areas for targets and provide specific location of anomalies in question, along with a Remotely Operated Vehicle with onboard sonar and video to search, locate and inspect potentially dangerous targets. This project, valued at $1.4MM is currently in construction. Aperio Engineering is also providing Resident Project Representative services to help facilitate successful  completion of this project.
HIGH MAST LIGHTING, 
FIREWATER & EXTREME 
LOAD FLEX BASE SURFACE
PORT FREEPORT FLEXIBLE BASE STORAGE YARD PROJECTS
Aperio Engineering  has  provided  4  container storage  yard  facilities  at  Port Freeport   as  Prime  Consultant.  The   first  project  “Security  Lighting  Project” 
(2005)  included  three  high mast  lighting systems  with facilities for fiber optics and camera installation.  This project provided Port Freeport with a high mast lighting and control standard for retrofit of all Port lighting (completed) and future deployments. 


The second project in 2006 and the third in 2007 are the “High Mast Lighting and Water Systems for Parcel 25 Phase I and II”. These projects increased in scope to include a 31 acre development, driveways, railroad crossing permits and state of the art bollard systems with loop fire water protection and complete valve system isolation for maintenance and continuous operation.  These projects also included infrastructure for fiber optics and security monitoring systems along with capacity planning for future gate construction. 
 

The fourth and ongoing 2008 project is “Parcel 14 & 19 Flexible Base Storage Yard High Mast Lighting and Water” has expanded in design scope to include an additional 15 acres and road way construction with all civil engineering to include  sub-grade preparation, fill, stabilization,  finished grade  and  drainage.  Additionally this project has included perimeter fencing, motorized gates and infrastructure for expansion and security.  Significant TxDOT permitting has been required for water tie in crossings of FM 1495 and is currently expanding into a Traffic Engineering through Houston based Midtown Engineering as sub to Aperio.  Project scope has grown to include geometric redesign of driveways and access at the intersection of State Hwy 36 and FM 1945.  Detailed coordination with local TxDOT authorities is escalating Port Freeport’s business opportunities.  All projects discussed have been completed successfully, except the current work in progress for Parcels 14 & 19.

RADAR & VIDEO INTEGRATION
PORT FREEPORT WATERSIDE PERIMETER PROTECTION PROJECT
Prime  Consultant  and  chief engineer for the Port’s  integrated radar/AIS, video (Verint/Nextiva), access control (Amag) intrusion detection project.  Key components of the project included two radar towers with auto target tracking PTZ cameras connected via Cisco Microwave Line of Sight Wireless to a central concentration point then aggregated into a 50 megabit backbone microwave for the Verint/Nextiva system integration, encompassing a 6 square mile harbor area and 15 mile anchorage.  Project definition, estimation, design and contract acquisition executed like clockwork. Tight bid response included credible contractor proposals below the  engineering estimate. $2.6MM construction completed in August, 2008 ahead of grant deadlines with less than 5% change orders.  Optimized quality and ROI was achieved by providing construction management RPR services.  

 
ACCESS CONTROL & SECURITY
PORT FREEPORT GATE 8 IMPROVEMENT PROJECT
Sub Consultant  specializing  in Security Technology  Design and electrical lead engineer for implementation of hardened gate barrier systems, Amag access control, Verint Video system expansion, facility electrical upgrade and lighting. Key design components included new Pelco Spectra Cameras, Fiber optic multiplexor technology to Verint/Nextiva system integration at remote PCC. Also, this was the first implementation of Port Freeport’s Amag access control system including Amag remote controller system, network connection to the central server at the PCC and state of the art Amag proximity card readers. We also implemented video  intercoms for after hours traffic communications.  Included in the project were K-12 rated Delta Scientific Hydraulic in-ground rising barriers. Technology solutions were constrained by analog cameras and Multi Mode Fiber required for Access Control implementation. Project definition, estimation, and design executed well ahead of design schedule with no Addenda required, through detailed engineering and constant client communications.  $1.6MM Project complete September,  2006.   


PORT CHANNEL LIGHTING
PORT FREEPORT SECURITY LIGHTING PROJECT
Project manager and lead engineer for Flexible Base Storage Yard High mast lighting, North Wave Barrier, Old South River Levee security lighting.  Project definition, estimation, design and construction executed like clockwork.  Tight bid response with credible contractor proposal below engineering estimate. Completed ahead of schedule with optimized quality while within budget. Project complete Sept. 2005.


ACCESS CONTROL & SECURITY
PORT FREEPORT GATE 4 PROJECT
Prime   Engineer   for   civil,   electrical  and   structural   design   and project management for new commercial access gate including industrial security fencing and gates, crash barrier, guard house building, overhead canopy, extreme load roadway construction, drainage, access control, video surveillance, fiber optic, and telecommunications.


CONCRETE ROADWAY IMPROVEMENTS
PORT FREEPORT WAREHOUSE 51 RENOVATIONS PROJECT
Prime engineer for civil, electrical, and structural design and projectmanagement to demo and replace a concrete roadway, install security lighting and make structural modifications to warehouse building.


RAILROAD ACCESS CONTROL
PORT FREEPORT SECURITY PERIMETER FENCING PROJECT
Prime engineer for design and project management services for replacement of industrial security fencing, installation of new access control gates, electrical modifications, video surveillance and security lighting.

CATHODIC PROTECTION
PORT FREEPORT CATHODIC PROTECTION SYSTEM REPAIRS PROJECT
Prime  engineer  for  design and   project  management  to  repair existing cathodic protection system, including replacement of deep wells.

AIRFIELD LIGHTING, POWER & NAVAIDS
ELLINGTON FIELD LIGHTING IMPROVEMENT
Chief Electrical Engineer for EFD’s, Electrical Distribution, Backup Power and Lighting Upgrade.  Design included replacement of Generator Sites, NAVAID power distribution and Taxiway Edge lighting.  Scope includes airport fiber optic integration, security, access control, network electronics integration and airfield lighting control computer integration.

CAMPUS AND CITYWIDE NETWORKS
Provided grant administration, project management and telecommunications design for 20 school districts delivering a full range of data, video, voice, security and administrative applications. Systems included telephone, ethernet, CATV, fire alarm, public address, card key access and security monitoring technologies.  System integrations included power and facility upgrades in multiple network architectures.  Locations (Texas):  Crosby, Port Lavaca, Angleton, Refugio, Falls City, Willis, Cuero, Marion, etc.

TELECOMMUNICATIONS
VIDEO SERVER INTEGRATION
Provided private video on-demand server and distribution system in new Bay City High School.  The network integration included archival and administration of video and audio feeds from multiple sources including camcorders, security cameras, satellite, security, access control and network feeds.   Negotiated districts SWB upgrade for frame relay Multiple T-1 network optimization.


TELECOMMUNICATIONS
VIDEO TELECONFERENCING PROJECTS
Provided project management and design engineering for 26 Satellite Video Teleconferencing Systems and another dozen T1 and TCPIP large scale distance learning systems.


GRANT FUNDING
GRANT ACQUISITION PROJECTS
Worked with 100 public entities on grant acquisition from state and federal grant agencies.  Consulting, estimating and feasibility studies for technical project scope definition and grant research to focus preliminary design on funding agency core goals.  More than a 95% success rate.
